We need to avoid both too few and too many hikes of the same type, to avoid both long waiting lists and the need to cancel for lack of signup.

Excellent idea. I'd add I'd be curious what the utilization of events looks like across the membership. Particularly, how many people express interest in events that never get to go. Many of the outings are set so only organizers decide who can go. In this environment of semi-private mini-clubs, accurately determining demand will be tricky.

For each activity type, form a Leadership Panel, consisting of experienced, respected leaders, to annually review a list of the most frequent participants in their activity to decide who to recommend to lead future activities. Someone in each committee would be assigned to contact those people recommended to lead by a predetermined percentage of the panel, to invite them to lead future activities.
