Allow Safety Officer ability to submit an Incident Report tied to an activity, course or event on another person's behalf (e.g. from a phone interview).

This idea has been incorporated into our Incident Report form already, so this idea is being marked as complete! As shown in the image attached, you can edit the name and email attached to an Incident Report to be yourself or someone else.
