Fix time entry so that entering 12:00 AM (midnight) works GH2602
Currently when we enter 12:00 AM in a datetime field, it is converted to 12:00 PM when saved. Note that entering 00:00 AM works, so this is the workaround.

fyi...this occurs for all times in the 12am hour, for example 12:30am saves as 12:30pm.
