Allow trip leaders to require additional skill/course badges per trip
Currently, the trip templates set the course or skill badges required for participants (or other leaders) to sign-up for trips. The problem is that these only specify the minimum set that could apply to that template.
I would like, as a trip leader, the ability to require specific badges on a per-trip basis.
To get concrete with an example: the Winter Scrambling template requires only that a participant be a graduate of the Scrambling or Climbing courses. However, the standards state that "leaders may require additional prerequisites on Winter Scramble trips". A common prerequisite a leader might wish to add for a Winter Scramble would be an AIARE1 (or AIARE2) badge, but there is no mechanism for them to do so except the "Leader Permission Required" checkbox, which increases the admin burden on them. Intermediate Snowshoeing trips would have the same use case.
The simplest mechanism would be to add a single field for "additional badges required to register" that would apply for participants and assistant leaders. I can't think of a realistic scenario where you would want to additional different additional badges so it probably makes sense to just have one field.
The system would verify that the registering person has met the trip template requirements, but would then also check that they have the activity-specific badge requirement to let them register.
In essence, it's an automatic "Leader Permission" grant if the leader wants specific badges.

This would be helpful in many contexts, and would save time in Activity Summits because there would not need to be discussions about creating different kinds of trip templates with different prerequisite badges, defining them in Activity Standards, etc.
Some additional examples where this would be useful:
- Backpacking trips, where many leaders wish they could required the Basic Backpacking Skills badge. (The #1 request in our annual Leader Surveys.)
- Intermediate Snowshoes where some leaders require beacon/probe/shovel (there would need to be a skill badge for beacon/probe/shovel, but that's easy create later)
- Intermediate Snowshoes that require crampons (rare, but allowed by the Activity Standard)
- Winter Camping trips, where leaders may want to require the Winter Camping badge.Vetting candidates manually can takes a lot of time and can be stressful. It is one of the reasons that leaders choose to stop leading trips. Automating part or most of the process would likely increase leader satisfaction and retention.
