Allow Waitlist order to be set by timestamp of when participant was waitlisted.
I think it would be useful if there was a separate timestamp for when a participant was added to the waitlist, rather than using their application timestamp. I recognize that the registration timestamp can be adjusted manually, but it would be nice to try to find a systematic approach to save leaders from having to do that manually.
Use case for this is if I post a climb for a specific SIG or students that need a graduation climb, I can prioritize them in the waitlist while also easily putting applicants who don't meet that primary criteria (e.g. graduates) into the waitlist flow.
